No release date officially announced yet. But ANet have said that they started working on campaign 3 in Oct/Nov '05 and that the development time is expected to be roughly 1 year. You do the math.
Off course, expected dates can always slip backwards, but ANet have not hinted that they are significantly behind schedule. Personally, I expect C3 to be ready for the holyday season end of the year. They wouldn't want to miss the Xmas sales.

As far as what NPC's will be introduced into chapter 3 I think the following will be reintroduced.
Devona
Nika (for the purpose of marketing factions)
Mhenlo
Eve (Is it just me or does she look Kurzak?)
Aiden
Cynn
I believe rumors of their deeds will not go un noticed and the HERO's will be called upon to save the world again.
Its hard to say who will have the most emphasis (like Mhenlo from Fractions)

what i think will happen is for those players that own all campaigns will eventually have quests going back and forth on the maps b/w each campaign. At least I hope they thinking of doing that for us after chapter 3 or 4.

I think that is a great idea and a must to keep the older chapters alive... here's hoping

Maybe they could put an expansion for 30-40 dollars every 3 or 4 chapters that would add a little content. For example, to Tyria they could add an 'Orr' area, or add a high level Ascalon area. Basically they could add a SF type of thing in these expansions, and add maybe 25 skills to all the non-core professions.
Anyways, cant wait til Chap 3 already.

When I think of Nightfall, it reminds me of how after the Cataclysm in Orr, the sun was blocked out for a hundred days. Now, I don't know, but it seems like the Cataclysm would make for a great kickoff disaster, like The Searing and the Jade Wind. And if you think about it, the map never shows the whole continent of either Tyria or Cantha. It could be that they'll only use those two continents, but reveal more of them for each expansion. They could be a lot bigger than we realize. And there is a nice patch that leads of the map south of the peninsula....
Also, when I think of a bladed staff, I get an image of a staff with a blade at each end..... Oh, the possibilities. Fantasy Darth Maul Profession?

This weekend at this Comic And Film expo thing in London I spoke to one of NCSoft Staff about Guild Wars 3, trying to haggle any information, I got nothing, except he was a bit suprised when i droped the name into the conversation, he just "hmmmmmed" at me.

I don't know and don't care if someone has said this already, I'm not reading 4 more pages of babbling.
It has been said that the Campaign will most likely have a North African Theme. Now what people don't seem to realise about this is that this would include parts of the Middle East (in the area). So in this sense you get a more desert based setting (no scarabs PLEASE).
Also, Day/night cycles are pointless in Guild Wars (and any other MMO), they just use up server resources to add an affect that only some people care about.

I think people understood that fine actually, but we can all agree that we don't want more scarabs... or devourers!!!
And ferchrissakes! What's the point of having guards outside a town if big freakin monsters are patrolling just beyond their aggro circle??? I speak of leaving House Zu Helter to go anywhere! Gotta quit that! I really like one thing from Factions that I'd like to see more of... the towns and outposts that are out in the explorable areas. In this respect, I thought the city really rocked.

I still dont see why the new chapters cant just be addons for the current Tyria. The only thing actually linking the 2 chapters so far is a friggin boat and a paperthin storyline threading the two chapters together.
I'd much prefer all the chapters to relate to one another much more.

( this are just rumours ) I heard that the new profesions are like :
Witch-docter
Medicine-man
Spearman
And also rumors about mounts for each profesion, example : for the Necromancer an kind of undead horse like that from the Necrid Horsemans.
And for the Assasin a Creeping Carp.
For the Ritualist a Irukandiji whatever.
If there will come mounts there will be no more normal runners only warriors and maby rangers on horses.

And mesmer mounted on a Grasp of Insanity. I know its just rumors but, I wanted to show up something rediculous.
They're 2 professions, for now in many forums, players want the to see the most in Nighfall, Polearms (Spearman) and Shapeshifter. The thing is, with Facton. we have 1 Grenth and 1 Lyssa new professions: Ritualist and Assassins. We miss Dwayna, Melandru and Balthazaar if we want new professions. We already have many range based professions if we compare to melee (Warriors and Assassins). Like what I said before with these 2 thinking professions, we have 2 melee characters. If anet put 3 professions, The Witch/Shaman Doctor under Dwayna will be cool.
Balthazaar - Polearms/Spearmen
Melandru - Shapeshifters
Dwayna - Witch/Shaman Doctor

What does a shape shifter add?
What would be the point of shape shifting, though?
People often say they want one of that, but what would it really mean, in game? That you would have faster attack rate? There are already many skills that do that. Faster movement? Again, been done before. Better armor? Lots of skills do this.
You could say - "duh, if that were a problem we would have only one damage dealing skill in the game". But it would be a problem if that's the central concept of a class, especially if it's a melee class. A class with all the things I mentioned above, for example, would simply be a copy of the Warrior.
So when people say they want a shape shifter, what would that be?
I can understand the concept of a spear man since it would introduce a new element - melee weapons that work from a somewhat long range, an in between, hopefully with armor weaker than a Warrior. But a shape shifter...?

Healing for example? Ritualist can heal, like the monk. Can reduce Damage, like the monk. So why not. Its Nighfall after all. Something perhaps to go with the name. I heard it will be in a forest too even African Themed.

This is my idea of what Nightfall might be:
The darknessess have become greedy with power. Now they aren't happy with thier property in the UW, Tombs, and with the failure at the recent dragon festival they are getting angry. This time, the entire world of Orr and that unused place in the Maguuma jungle and north of Beetletun is corrupted by the grasps and what not. A large bloodstone is to blame, and it is the keystone or something. You are forced to fight these forces with all your might and you earn special skills along your journey to destroy the underworld's power. After defeating the Darkness in the Tombs, you realize they aren't the true leaders, but only mere only slightly stonger warriors. Then when you finally come to the end, you meet Grenth himself and slay his armies before him and stuff and then... You fight Grenth and after he dies there's a cutscene.
Your team stands before grenth's slayed body and a bright light shining rises from the corpse.
A feminine voice says, "Hello travelers, you have traveled far."
your team's leader says, "Dwayana?"
"No, this is Desmina. I am Grenth's first follower. I was exiled from our realm as part of an act of Dhuum, the original god of the underworld. You have only slain a voice of Grenth, for Grenth's true being is that of the most innocent."
Desmina writes Grenth in air and it hangs as a blue light. The two letters T and H twist into the R to shape a W.
Then, the foul creature Grenth himself walks over. The tentacled skull mask comes off Grenth's face to reveal GWEN.
Gwen tells her story of how after being killed and succeding to the throne of the Underworld by killing Dhuum, she then got her first follower Desmina. By this time Gwen had changed her name to sound more menacing, and to cover up her true identity. Desmina had showed her that now that she was a god she could embody herself as a human, and so she did. For a short time Gwen was on earth as a normal human female girl, just like she was before she died while Desmina ruled in hear stead. The problem was, the Charr force could sense her power and were afraid of the potential power the humans would have if she matured, for while Gwen was on earth she had no recollection of her godliness. Subconciously she knew she was Grenth, and her mind left clues to her future allies imbued with magical powers such as her flute, her tapestry shred, and other possessions.
MWHAHAHAHAHAHA GWEN HAS BEEN SOLVED.

Ritualists add spirits - may be to attack or to defend, their difference from Elementalists and Monks is that they do both through spatial control. If you keep the "tank/nuker/healer" mentality it's the same, but there is a big difference, in how they do everything through their static spirits.

What does "Nightfall" have in common with the idea of shape shifting?
About the African theme, considering this entire topic has been about Chapter 3, I think most people who have read up to page 9 know that (not to mention so far it has been hinted more Middle East theme, with Persian elements and all that, than a South African one). And it doesn't really answer my question - what do you people expect, what kind of new mechanics, with shape shifting?

Well, I'm not exactly hoping a shape shifter will be in Chapter 3 (and those are starting to get over-used in action RPGs... Diablo 2 has them, Champions of Norrath has them, WoW has them...), but one way to make them unique would be the ability to temporarily shape shift into a target monster and use some of his skills.
For instance, while fighting a Grasp of Insanity you could use a spell which would transform yourself into the same type of creature and you'll get access to the same spells as it. For balance reasons your level would be lowered to something like 16 and it would only last 10 seconds.
That's one idea of how it would work, which would definitely be a unique gameplay mechanic. Although with the large amount of enemies it would be very difficult to make sure there's no exploits, and that it would be balanced.
A safer way to do it would be do the classical form of shape shifting. That you have a selection of skills which will turn you into a specific creature. To make it interesting, they could let each of those creatures have a few unique skills you'll get access to while being that creature.
A similar idea which I would prefer though is not a shaper shifter, but some kind of mage which has spells which would allow him to directly control an enemy for a very short amount of time while leaving his original body completeley helpless (perhaps also add a very strong degen to yourself to balance it). (and of course, certain super powerful creatures would be defined as impossible to control... although controlling a wurm would have been interesting :s)
I like the idea of having a witch (a hat like this would also be absolutely necessary), and giving the witch "possess" spells like I mentioned above would be neat.
